Francesca is an Associate in the Projects, Energy and Infrastructure team. She advises developers, project sponsors, funders, government authorities and contractors on all stages of a project from procurement and construction to operation and management.
Francesca has experience in project finance, PFI contracts and construction. She also has experience advising on regulatory matters, for example with respect to public procurement, and has helped draft the public procurement chapter of the 10th edition of Morgan & Burden on IT Contracts. She regularly advises in relation to public-funded projects, and has experience working on standard form construction documents, as well as bespoke contracts and appointments. She also provides regulatory advice in relation to corporate transactions. `
Francesca has spent time on client secondment at Sizewell C, the EDF-backed new nuclear project in Suffolk, where she advised on matters relating to the financing and development of the project.

Providing regulatory advice, for example advising a nuclear regulator in relation to their future options in the context of the legislative framework in which they operate.

Advising in relation to the refinancing, operation and handback of PFI projects, acting for public bodies, project companies and facilities management providers.
Construction projects
Working on construction matters, particularly dealing with JCT building contracts and the construction documents flowing down from these, advising both lenders and developers.
Guide Dogs UK
Leading a pro bono project to work towards strengthening the law granting rights to users of assistance dogs.
Enable network
Founder and chair of Stephenson Harwood's disability and neurodiversity network which exists to reduce barriers within the firm and raise awareness to help those with disabilities. The projects team has received an award recognising, in part, Francesca's contribution to diversity through this network and its links with clients. In 2024 she received the "disability and neurodiversity private practice champion of the year" award at the Legal 500 ESG awards.
