Jawahir advises sovereign, quasi-sovereign and multinational clients in Saudi Arabia on technology, energy and infrastructure projects, and strategic partnerships across the Middle East, Asia, Europe, and the U.S.

Her technology practice focuses on data protection and privacy, cybersecurity, AI-related matters and technology transactions. She offers expertise in developing data-governance frameworks, managing vendor risks, and aligning with national cybersecurity controls. Her work in AI governance addresses regulatory and contracting issues, while her involvement in technology transactions covers procurement, outsourcing, and IP licensing. Jawahir’s dual degrees in Computer and Information Systems and Law enable her to provide comprehensive legal guidance to clients on complex digital platforms and emerging technologies.

In parallel, Jawahir has extensive experience advising on energy and infrastructure projects across their full cycle, including the structuring and negotiation of complex commercial arrangements for large-scale developments. Her experience includes advising on long-term concession-style arrangements, strategic partnerships, and multi-party contracting structures in the energy and infrastructure sectors. She regulatory supports clients on risk allocation, delivery structures, and contractual frameworks underpinning major developments.

Her previous leadership roles at NEOM and Jada have equipped her with a deep understanding of in-house legal team needs, making her a valuable partner who is recognised by clients for her ability to navigate commercial, operational, and regulatory challenges in delivering major technology, energy and infrastructure projects. 

Experience

  • Data Protection and Privacy    

    Advised a broad range of clients on Saudi data protection and privacy regimes, including developing compliance programmes and data-governance frameworks, negotiating data protection terms in commercial and technology contracts, and advising on regulatory issues in relation to AI-enabled technologies.

  • Technology Transactions    

    Advised multiple KSA entities on major technology projects, including system integration, outsourcing and long-term services arrangements, and collaborative technology initiatives.

  • NEOM Company 

    Advised on the preparation and negotiation of contracts for The Line; developed suite of contracts (covering services ranging from consultancy, master planning, concept design, feasibility studies, engineering, infrastructure (social, common, utilities), technology procurement, outsourcing and licensing.

  • State-Owned Company in the EV Sector    

    Advised on the rollout of a national EV-charging infrastructure project in Saudi Arabia.

  • State-Owned Company in the Telecoms Sector    

    Advised on a major telecoms project, including drafting and negotiating network services, public works, professional services, IT services, and master framework agreements.

  • Giga Project    

    Advised on the development and structuring of a gaming accelerator programme aimed at supporting and scaling gaming studios and building the gaming ecosystem.

  • State-Owned Company in the Technology Sector    

    Advised on the technology, IP and data aspects of the sale of 100% of its shares in its subsidiary which provides engineering, technology, and geospatial services.

  • Giga Project    

    Advised on cybersecurity regulations in Saudi, including security-by-design obligations, vendor-risk management, the application of national controls to critical infrastructure, and the legal implications of a major cyber incident including incident response obligations.

  • Energy and Infrastructure

    Advised a confidential giga project on the development of template forms covering the full lifecycle from procurement and construction through delivery and handover; advised on real estate commercial arrangements in connection with a large-scale development; advised on energy related matters arising in the context of large-scale developments.

  • Government Entity in the E-Sports Sector    

    Advised on the drafting and negotiation of cross border data transfer agreements across the EU, UK, and Saudi data protection regimes.
