Simon leads Stephenson Harwood's international technology sector group and advises a diverse range of clients from multinational corporations to innovative scale-ups. His expertise spans complex IT transactions, emerging technologies, and operational resilience.

Clients value Simon's ability to understand complex legal challenges and translate them into actionable strategies, making him a sought-after adviser in the technology sector. His work includes advising on business-critical outsourcing arrangements, cloud computing solutions, and the development and deployment of AI systems. He has significant experience supporting clients on regulated transactions in the financial services sector. 

Simon's approach is characterised by a deep understanding of both supplier and customer perspectives, enabling him to craft tailored outcomes that drive success for clients.   • Platform implementations

    Supporting clients in business-critical enterprise resource planning implementations, including platform licensing, implementation contracts and cloud service provision within supply chains – offering end-to-end support from procurement to delivery.
  • Arrangements with hyperscalers

    Advising businesses in stress-testing and negotiating the most critical terms of cloud services contracts with ‘as a service’ hyperscalers, including cloud managed service providers.
  • AI procurements

    Supporting clients on the procurement of AI systems and advising on appropriate contractual terms and related issues when procuring or selling services embedded with AI.
  • AI deployments

    Helping clients map out and address AI regulatory requirements and risks, and implement effective governance models, policies and contractual protections in relation to AI development and deployment projects.
  • Regulated outsourcings

    Advising on the outsourcing of critical and important functions and negotiating appropriate protections in third party and intra-group arrangements e.g., under SYSC rules, the EBA outsourcing guidelines, and operational resilience frameworks (such as DORA).
  • Software development

    Advising on key software development projects, including delivery models, IP ownership and licensing, opensource software issues, and source code management.
  • Online safety

    Helping clients analyse and mitigate the impact of online regulation on business operations and digital platforms, such as the Online Safety Act.
