Daniel is a transport lawyer with a strong expertise in rolling stock build, leasing and maintenance arrangements. He frequently works with operators, financiers, manufacturers and governments on rolling stock fleets, advising on issues across assets’ life cycles, from procurement, through the build and delivery programme, to long term leasing and maintenance solutions.

He has also acted for operators and governments on rail franchises/service contracts, depot and other infrastructure works agreements and smart ticketing contracts.

Clients appreciate both his technical ability and commercial judgement, and he is praised for his management of complex projects with a competent, calm and rational approach.

Daniel is currently based in our Riyadh office, supporting the expansion of Stephenson Harwood’s Transport practice in Saudi Arabia and more broadly across the Middle East.

Daniel also has experience working in-house, at High Speed 2 (HS2) Ltd, on a client secondment to its legal commercial team.

  • Rolling stock

    • TransPennine Trains on its regulated procurements for the manufacture, maintenance and financing of its new fleet.
    • Transport UK in relation to various delivery and maintenance issues on the new fleet rolling stock for West Midlands Trains and Greater Anglia.
    • Rock Rail on its manufacture and leasing contracts relating to its East Midlands Rail fleet.
    • Transport for Wales Rail Limited on various rolling stock operational issues including the delivery of its new fleet programme.
    • A rolling stock manufacturer on the manufacture and supply of its pilot phase of a novel battery-powered light rail platform.
  • Transport infrastructure

    • Sizewell C on its arrangements with Network Rail for rail infrastructure works to support the provision of freight rail services to the Sizewell construction site.
    • Transport for Wales and Welsh Ministers on infrastructure works related to the electrification and introduction of light rail in South Wales.
    • Various rail operators on depot access and depot upgrade works contracts.
  • Transport operations and commercial arrangements

    • Transport for Wales and Welsh Ministers on a bespoke franchise agreement and associated contracts for the re-letting of Wales and Borders rail franchise, including advising on the termination and transfer of operations from private sector operator to Transport for Wales Rail Limited.
    • A rail operator on its smart ticketing and revenue allocation arrangements with other operators.
    • Various rail operators on rolling stock maintenance contracts (routine maintenance and overhaul works).
    • UK airports on the development and negotiation of airport services agreements with key airlines.
