Dongchen currently serves as a committee member of the Hong Kong Fleet Operation Committee of the Hong Kong Government.

Advised a leading PRC shipowner on the lease financing of more than 10 newbuildings with 6 different PRC leasing companies involving different pre-delivery funding and sub-chartering arrangements.

Advised a major PRC bank‐affiliated leasing company on its US$ 140 million financing lease of 21 second‐hand vessels (17 feeder container ships and 4 oil tankers) and the related purchase‐back transactions with a Cypriot shipowner.

Advised a major PRC bank‐affiliated leasing company on its shipbuilding, supervision, time chartering and ship management of 30 newbuilding bulk carriers involving a COSCO subsidiary.
Second-Hand Vessel Sale and Purchase
Advised a major PRC bank‐affiliated leasing company on its sale of a fleet of 12 vessels to different buyers, through private escrow arrangements as well as public bidding and auction by PRC shipping exchange.
