Shirley is a senior associate in our corporate finance team based in Guangzhou. She regularly advises international financial institutions and multinational businesses on cross-border transactions and regulatory issues, with particular focus on bank and financing, corporate and data privacy matters.

Shirley has over a decade experience in a wide range of high value cross-border transaction matters including commercial banking, international trade finance, asset financing, M&A and foreign investment, as well as general corporate compliance and regulatory issues.
Shirley regularly advises financial institutions and corporates on cross-border financing arrangement and product, and also advises multinational businesses in relation to data privacy for compliance in the PRC.
Prior to joining Wei Tu, Shirley worked as an in-house counsel in a listed Internet company and later a listed dairy company.

CEPA (Closer Economic Partnership Arrangement) is a free trade agreement concluded between Mainland China and Hong Kong. Under CEPA, Hong Kong based law firms are permitted to operate in association with Mainland Chinese law firms to provide comprehensive legal services in Mainland China governed by Chinese and non-Chinese laws.

Advised domestic and international banks on regulatory and compliance issues for their new products and services, both interbank and retail ones.
Asset financing
Advised on complex asset financing, encompassing pre- and post-delivery financing and financial leasing solutions for vessels, aircrafts and other high-value assets.
Multi-jurisdictional merger and acquisition
Supported M&A transactions across multiple jurisdictions, acting as counsel for both buyers and sellers.
Data export formality
Assisted multinational corporates with implementing their intra-group SCCs and securing regulatory approval for the export of personal data from the PRC.
Data protection advice
Advised domestic and overseas clients on structuring privacy notices, cookie policies, external data processing agreements and internal governance frameworks for compliance with PRC data protection legislations.
