Stephen specialises in the financing and development of energy related transactions in the Asia Pacific region. He has represented energy regulators, commercial lenders, sponsors, developers, terminal owners, gas pipeline operators and gas sellers and buyers along the energy supply chain.
Stephen has advised lenders and sponsors on some of the largest and most complex project financings (power projects, storage terminals, roof-top solar portfolios, windfarms and solar projects) in the Asia-Pacific and Indian regions over the past two decades.
Stephen also has wide experience advising clients on the development of the regulatory framework underpinning open access gas markets where he has advised both PowerGas (the owner and operator of the gas transmission and distribution network) in Singapore (between 2001-2007) and Gas Malaysia (the owner and operator of the gas distribution networks) in Malaysia (since 2017 to current).

$1 billion + original financing/ refinancing / restructuring / debt upsizing of PacificLight’s 880MW power plant on Jurong Island, Singapore.

$1.25 billion financing to Pengerang Terminals (Two) Sdn. Bhd. (a JV between PETRONAS, Vopak and Dialog) on its 2.1 million cubic metre crude oil, petroleum, chemical and petrochemical storage facility in Malaysia which provides storage services to facilities within the PETRONAS / Saudi Aramco RAPID Complex.

GES Klang Terminal Sdn. Bhd
$80 million financing provide by Natixis and Clifford Capital in respect of the development of an LPG storage terminal and adjacent LPG bottling facility at Port Klang, Malaysia.

Supporting the sponsors on their successful bid to the Energy Market Authority of Singapore to import 1GW of non-intermittent solar energy from Indonesia to Singapore.
Vingroup, Vietnam
Advising Vingroup and various of its subsidiaries (VinFast, Vinmec, Vinpearl and Vinhomes) on multiple commercial debt raising exercises to raise in excess of $4 billion).

Advising a gas importer on its gas purchase arrangements to acquire piped natural gas from South Sumatra, Indonesia and its onward sale arrangements to power generators (Senoko, Seraya, Tuas and Keppel) and industrial users in Singapore.
