Thomas has a keen interest in the rail sector and relishes any opportunity to engage with the latest issues and developments both in the UK and internationally, helping support both public and private sector clients on their complex legal needs.

He frequently advises on contractual and commercial issues, supporting on large-scale rail projects, operational contracts, rolling stock agreements, and rail infrastructure access arrangement matters. Being familiar with novel concepts and the bespoke needs of clients from previous advice on rail reform, he is focused on providing clear advice and thorough support.

Prior to joining Stephenson Harwood, Thomas was an associate at an international law firm, where he played a key role in advising clients on major transportation projects from an early stage in his career as a trainee. He also provided extensive support on corporate transaction matters and strategic contracts work. This diverse experience has developed his technical expertise and commercial acumen, allowing him to advise clients with confidence and precision.

Thomas also leverages the experience gained during his year in a junior graduate role at a major UK rail and bus owning group, and he uses this industry insight to strengthen his advice to clients and ensure outputs are pragmatic and accurate.

Experience

  • Renationalisation of UK rail operators

    Supported the Department for Transport heavily on the successful renationalisation process for four UK rail operators - TransPennine Express, South Western Railway, c2c and Greater Anglia, engaging with due diligence, project management, negotiations and drafting of transfer documentation. 

  • Rail reform and service contracts

    Assisted a large public sector body, in the context of UK rail reform, on the contractual issues and drafting of service contracts for the management of rail services, including due diligence and advice on rolling stock contracts and wider reform issues.

  • Rolling stock spares supply and support agreements

    Acted for a major UK rail operator on the negotiation, drafting and agreement of Technical Support and Spares Supply Agreements for two fleets of existing rolling stock.

  • Rail infrastructure maintenance agreements

    Advised a major public sector body on the commercial issues and drafting of relevant commercial schedules for the procurement of rail maintenance services.

  • Purchase of Coach Travel Group

    Acted on the Commercial Contracts due diligence for the investment by H2 Equity Partners in The Coach Travel Group, whereby seven regional coach operators were bought to form a unified national group.
