Stephenson Harwood advises SmarTone on the first CEPA cross-border initiatives

Technology | 01/05/2026

Law firm Stephenson Harwood has advised SmarTone on new business cross-border initiatives in Mainland China for the sale of prepaid mobile SIM cards.

SmarTone is the first Hong Kong mobile network operator to secure approval under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA). The matters involved navigating complex legal issues, including cross-border business-to-consumer business model and consumer protection.

The team’s pragmatic, commercially focused approach enabled SmarTone to pre-empt risks ahead while ensuring compliance with relevant Mainland and Hong Kong laws and regulations.

Partner Danny Kan led the Stephenson Harwood team.
